103 grain 1300 fps 9mm?
Sounds doable with a normal 9x19 case. 9x19 115 grain fmj is commonly 1200 fps, our 9x19 NATO is 124 grain at 1250 fps. The only reason I can think of to go to a longer case might be to have more room for bullet length. It'll hit as hard as normal 9mm against no armor but will have a thin little rod to poke a hole in armor.
IMO, a waste. Why make a new proprietary handgun round you have to buy for one gun that isn't used often when you can just make hotter steel core 9x19 with similar abilities. Underwood loads for example can easily send 115 grain to 1500 fps, fast enough to probably make up for the lack of rod length
