It's more likely pilot experience. The USA spends an astronomical amount of money training pilots. It takes tens of thousands of dollars to keep a fighter jet in the air every minute, and tens of thousands of repair and maintenance for every hour in the air. Other countries simply can't afford to give their pilots flight time.
But the American in me says yeah SU designation craft are subhuman garbage cobbled together by alcoholic monkeys from pot metal.
