It's probably because he's cleared ascended to operator level 5. One step below seal team 6. You clearly are maybe a lvl one with a mosin.

It's a non magnified red dot. It works fine that far from your face and allows for good situational awareness. Its probably that far forward because of the dive gear, but there aren't really negative reasons not to do that other than weight further away from your center of gravity.

Room for a face piece and breathing apparatus. It's a simple aim point optic there is no magnification. Putting it more forward would just limit the image profile
