Why were the Allies such dicks; shooting at ships picking up survivors of an attack?

Basically, it was a huge fuckup on the part of the commanding officer who sent the order. He mistakenly thought warships were not supposed to be flying Red Cross signals and assumed that the sub had only rescued the Italian POW there were being transported on the Laconia.
He also assumed the U-boats were a potential threat to Allied rescue ships and a nearby Allied airbase.

basically the USAAF was trigger happy, ad while it was legally dubious that a U-Boat should have used a Red Cross, the fact of the matter was they were the only ship in the area capable of saving those lives.
The Actions of the USAAF had longer lasting effects. Admiral Donitz was furious with this and forbade any further German intervention for stranded sailors. Something he ended up getting called out for at Nuremberg. Donitz ended up getting Chester Nimitz sworn testimony that not only did he do the same as Donitz, he did it far more ruthlessly in the pacific. This pretty much negated any sort of further attempts to prosecute him as well as forcing trials against the Luftwaffe leadership to be dropped
