Found this barrel when clearing out a hoarder's house, can anyone tell me what rifle it would be from? Looks to be an octagonal barrel.

It appears to be a barrel action, in the US that would be considered a firearm (depending on its age) but in the UK I don't know.
The octagonal barrel screams civilian sporting arm. My guess it is some sort of black powder cartridge sporting arm. Maybe a civilian snider like action.
The problem is, there are countless civilian arms manufactures in England alone. In Europe, only Belgium had more arms manufactures than UK during the second half of the 19th century.

Action wise (how it fires and how the gun closes on the cartridge) maybe. Like I said before, it is a civilian model, and there are countless civilian models. You may want to try contacting antique gun collector groups to see if anybody can give you better answers.
