Basically It's a crime to modify a weapon in one category so that it fits in annother category whithout registering it in that category. So putting a stock on a pistol means you've now made a short barreled rifle by our laws. In addition to that you need a stamp for an sbr. It can all be done legally, but doing it without the proper documentation would be against the law.

In a weird quirk of American law, handguns are completely legal, but "short barreled rifles" and "short barreled shotguns" are not. This is a federal law that dates back to the National Firearms Act of 1934, which was the first major gun control law in American history. Basically, they did this because of the extreme popularity of sawed-off shotguns (also known as the "lupara") with the Italian mafia in cities like New York and Chicago - basically, the NFA was a reaction to Prohibition-era mafia violence, and targeted guns that were popular with gangsters. It's probably outdated now, but good luck ever trying to get rid of it.
Now, it isn't actually impossible own an SBR/SBS, but you have to do a bunch of paperwork and pay a $200 tax, which was written into the NFA because in 1934, $200 was a huge amount of money (to give you an idea, in 1934 you could buy a brand new Ford Tudor with a V8 engine - pic related - for $500) and put legally buying an SBR/SBS beyond the means of most people. Today, the $200 tax is negligible, but the paperwork is still a pain in the ass, so most people don't bother.
