Its a false alarm. There was an exercise shelter in place earlier and some dependa freaked out and thought it was real. This happens all the time.
At my last base, some dependa called BDOC and got base housing locked down because she thought that a package that was delivered to her and she was expecting was a bomb.

Tl:dr basically it was a combination of economics, and political power plays that led to set the stage for the civil war, combine that with congressional gridlock to the point that a senator nearly got beaten to death by one of his colleuges on the senate floor and the inability to see eye to eye ultimately led to the CSA forming, and the eventual war.
