UCP is a carbon copy of CADPAT with the color pallet changed, same with MARPAT. For some reason the Army decided not to do what the Marines did by changing the woodland colors around and decide to make it grey.

There's less concern about the ability to camouflage and more concern about preventing blue on blue, which it did. It was also cool and marketable.

We wouldnt have even switched to OCP if the government hadnt figured out a way to basically steal multicam without paying for it. Economies of scale and merchandising are as important, if not more, than the uniform's effectiveness in combat.
