I was a GM. The pads aren't required, but if you don't put something down the powder casings will put semi circles into the non-skid. So the deck guys appreciate it. Sometimes we would put pallets down, sometimes rubber matting. We would also put rubber alongside the forward VLS launcher because the spent casings would roll around as the ship moved and take chucks of paint off. It's easier for everyone.
