At this point they didn't exist in any reasonable capacity to stop 7.62 rounds. Flak jackets were introduced in WW2 and worn by bomber/fighter pilots (hence the name). Then they were issued to the Marines and Army, but given the limited scope of what they could potentially protect the wearer from... no one really wore them.

How much would I be looking at for an average lightweight rucksack? I know they go for quite a bit, but I've seen them ranging anywhere from $200 to like $900.

The author states that whenever he had to transport ROK soldiers they rode in complete silence, and got their shit done. Once when the airfield that the author was stationed at got mortared, the Sorks sent several teams out into the jungle and a few hours later came back with the heads of the VC who mortared the base. Hence the author saying near the end of the book that if the South Koreans ran the war, it would probably be over very quickly. Just wouldn't be much of Vietnam left.
