No, because tanks were first used in 1916. The first anti-tank weapons were specialised bullets developed by the Germans which could pierce the thin armour of early tanks. As tanks were developed they found these bullets were no longer effective, so developed anti-tank rifles. There were apparently some instances of German trench mortars being dragged up onto the trench lip and fired by eye at British tanks, but this obviously was inaccurate and dangerous. As far as I know rifle grenades were unsuited for direct fire so nobody thought to use them specifically against tanks.

If you live in a state that allows the ownership of destructive devices then yes. You just to to pay a 200 dollar tax stamp. Ammo is a problem though. Chalk rounds, flares, and "signaling rounds" are all fine to make, buy, and own without a permit, but if you actually want grenade rounds you'll need to pay a 200 tax stamp for EACH one on top of their original cost.

There are no 37mm grenades. Only smoke, flares, and those rubber riot baton rounds.

40mm is rifled to arm the grenade fuses through rotation. 37mm is smooth bore.
