I'll try looking up the actual paper and posting it. Most of my information was centered around Canadian tribes who had a great deal of lore surrounding skinwalkers as cannibals who ate humans in times of hunger, which made them transform into skinwalkers with an increased desire for human flesh.

Just to clear that up it was Indians that participated in cannibalism that would be turned into skinwalkers. There was also a notible case in the early 20th century where a native man ate his entire family and declared he was a wendigo, he was executed by hanging
