generally, heat it supposed to loosen blue loctite, so maybe a hair dryer or careful use of heat gun might be your friend? heat it up and try to wiggle it free

Heat is supposed to soften it, so try a soldering iron to keep the heat local. Acetone is another option.

No more than Hoppes, which is mostly kerosene and ethyl alcohol. Anodizing is basically thick aluminum oxide (think sapphire/ruby), with pigment rubbed in. It might eat the pigment, but the oxide will remain. Use a dropper or needle if you're worried.
