I was wondering would you be able to cut a spent 25mm shell casing be for it starts to neck down and make a big shotgun shell out of it? Also what is the laws for big shotguns?

Might as well try it. Those cases won't like large amounts of powder meant for tiny rounds tho, they have rice sized granules of much more viokently exploding propellant in them, rifle powder may not have that effect

to add: large surface area of propellant=faster burn=higher achievable pressures (generally) the opposite is also correct.
high pressure rounds usually have belted cases to help support the web during firing. rimmed, semi-rimmed, and rimless does not determine propellant type, pressure, or strength of the case; it does determine the calibers intended function.
