Hello /k/, I'm interested in buying a cheap reliable rifle. I don't have any specifications for the rifle. I was going to invest in a Mosin Nagant, but I thought I should come here first. Any advice is helpful. Thanks!

They're not longer viable for cheap shooting. Both ammo and rifle have gone up in price rather steeply since surplus dried up.

Ar15 or Stevens 200.
Savage Axis can be had for roughly the same price as a Mosin. It can be chambered in commonly available calibers (.223, .243, .270, .308) and is a new production rifle. A new one can be had for about $280. http://www.academy.com/shop/pdp/savage-axis-223-remington-bolt-action-rifle
A used one can be had even cheaper and with a scope usually thrown in.
Just keep that in mind. Here are some more prices and sites to get them from.

Really depends on your purpose.
If you want just to shoot shit, AR-15s are at such a low price right now, it is almost a crime not to get one. Ammo isn't too expensive.
If you want a gun to hunt with, I am of the opinion you go to your local fudd shop and buy a used hunting rifle in good working condition. You may also want to look into shotguns for hunting too.
If you want a gun for home defense, I would really recommend a shotgun or handgun for this purpose. Rifles work, but are considered by many to be a sub-par choice.
If you want a SHTF/LARPing gun, I would go with an AR-15 again.
Thanks!
