The only real reason I could think of would be to discourage scratch-built weapons since the average home tinkerer wouldn't be able to go the rifling in place all that well. Same here. Seems like a cheap and effective way to make your flare gun into a great survival tool (other than the obviousness of using flares) that has potential to be both a flare gun and also a good snake gun.
