Is there any downside to having a fast twist barrel? Why have a 1 in 10 when you can have a 1 in 8 and have the option of heavier bullets?

only reason i can think of is you'll wear the bore out faster
If a bullet doesn't spin fast enough it's not stable. If it spins too fast it's not stable and could rip itself apart. It is a balancing game of the speed weight and durability of the projectile as to what the ideal twist is. In ar15s it's generally between 1 in 6 and 1 in 12 depending on bullet weight.
