I'm in the northern US, I worked as a carpenter in high school and half of college. Even in the summer, virtually everyone wore pants. Excluding things like asphalt roofers, or maybe painters, everyone wore pants all the time, boots as well. Most people wore long sleeves until it too hot, covering as much as skin as possible is best.

Nah roofers get sunburnt nuts, I pretty much wear rugby shorts all the time at work (dairy farmer and occasional logger + contracter). Handy as fuck for stepping over fences and trousers get covered in shit and mud splatter so shorts are handy, just hose off your legs. Annoying with thistles and the cold though.
