Greetings from California!

I really want to build an M-16A1 clone, but here I can't have any scary salt raifu features... unless the rifle is in .22lr, in which case it's all perfectly fine. So the question is: could I actually make this happen? Keep in mind, I don't need a "spot-on" clone - something that's close enough to fool a casual observer is fine. What parts would I need? I already own a Ruger lower - could I use that? What upper and barrel would I need? IS there a magazine that would look right?
