They became illegal in late 2013, when a passed Senate Bill changed the definition of a shotgun.

Basically, if it fires a shotgun shell, it's a shotgun, and subject the the 18 inch barrel rule, regardless if it has a pistol grip or not. So the mossy shockwave is illegal.
Since they also defined a shotgun as either having a rifled or smooth bore barrel, it's likely that the bill was created because of the Taurus Judge, which slightly rifled its barrel to get around shotgun laws at the time.

Here's their logic behind the bill:

They still haven't gotten over the Street Sweeper, I see. You know what this bill stopped? The fucking Taurus Judge, a 5 shot .410 caliber shotgun. And they went after it, because of some half-assed slippery slope fear of there being rifled Street Sweepers made and sold.
The funny part is, they were afraid of rifled "Assault Shotguns" being made, while Saiga 12s were perfectly legal at the time if they had a bullet button, IIRC.

if you are willing to put the work in and practice you can get acceptable accuracy out of a pgo shotgun.
however if you spent the same time practicing with a real shotgun you would be a master instead of just adequate.
removing the stock takes a gun that was almost instinctual to aim and shoot and forces you to practice heavily to be effective.

The shockwave is a very niche weapon. It's short and had ought to be pretty handy, but you can end up in shit legally speaking for concealing it. Its a scattergun, so will tend to fuck up soft targets something fierce. Pistol grip only shotguns are pretty tough to use well. Generally speaking, a stock is the way to go. SBS would be nice, but are verboten where I am. So, one of these plus some sort of quick loading aparatus would be my way of employing it. Probably a car gun. Something more than a pistol, but smaller than a carbine.

It changes the way the Shockwave is defined under CA law. That pistol grip that makes the gun NFA legal, doesn't change the way California law sees the it, because they axed the shoulder-fired (stock) requirement of a firearm to be considered a shotgun, so it doesn't matter if you have a pistol grip or not, it's a shotgun and subject to the 18 inch requirement.

The senate bill I mentioned earlier, targeted the Judge by classifying shotguns as: Not only being fired from the shoulder (it's a handgun), and having either a rifled barrel or smooth barrel (IIRC the Judge had its barrel slightly rifled so it was considered a rifled barrel handgun and not an AOW).
The effect of this: The judge is now considered an assault short-barrel shotgun.
I'd say CA law doesn't work with guns like the Judge, very well.

What do you use it for?
No shockwave for me, instead I plan on chopping the barrel off of a cheap mosberg500 copy I found at a pawn shop and then getting a tax stamp.
It's cheaper and more customizable than a shockwave and it goes bang just as well.
I've had one for a little while.
Couldn't find anyone selling them in Ohio so I bought one on Gunbroker. Sent email to my regular FFL guy and he sends me back a email, not so fast buddy with an attached letter with some opinion letter from a lawyer that this is not legal in the great state of Ohio and he tells me he has to first call the ATF before I can have it shipped to him. Calls me back couple hours later and says ATF told hime how to do the transfer as a non shotgun and all is cool and I'll be shockwaving it this weekend in Ohio!
