Russian optics are generally shit, specifically their collimator shit. But really its because Russian SOF use whatever they like, some obscure units even have MP5s
As for camo, this is nothing new. They produce and field domestic copies of flektarn, m81, DPM, even some Finnish shit, and have done for years.

Because Russian industry aside from strictly-armament industry is trash. Back in USSR days they've got most of their optics from what were once Zeiss factories or even straight up bought their lenses(after the 90's there were many of their lenses of various kind just lying around that ended up being used for binoculars and the like, so in case you're looking for cheap optic of this kind you can check those). I doubt they can make new PSO's that are up to the cold war standards, let alone something new.

They can probably develop decent tank from time to time with lots of space for further modernisation and lots of foreign components, they can make crazy vodka-powered rifles that never get adopted because of lack of money but they can't make optics, electronics or whatever by themselves. Used to make them, they somewhat worked - with typical Soviet "it has to work 200 years and break only in a way that allows random mooks to fix it without problems" school of design - but now they can't.
