All the recent attacks had me wondering - did terrorism exist prior to the modern era (pre-WWI)? Is it a new 20th century phenomenon, or were there things that could be described as terrorist incidents before the 20th century?
Given that counter-terrorism tier 1 special forces didn't really exist until WWII, how did countries and militaries deal with terrorism pre-1900?

What would be the equivalent of a 9/11 in the Roman/Greek times? They didn't have jet liners or skyscrapers back then...

it only started when governments realized they could make their citizens cower in fear and accept insane draconian laws by using the terrorist bogeymen as excuses.
It was muzzie invasions and slave raids that kicked off the Crusades.

sicarri Zealots would run around with knives and randomly kill roman people.
thuggees (i think) were Indian bandits who would strangle merchants at night.
Anarchists in the 1800s pretty much invented the concept of the IED as a murder weapon, though they were obviously not as potent.
Assassins really blur the line as to what terrorism is too. if you count it, there you go. Same with arson (keep in mind, fire control was very bad for a long time). christians burning the Library of Alexandria would fit.
the concept of terror certainly existed, but in many cases the "government" did it. look at Assyrian brutality, or Chinese warlordism.

Terrorism did exist, but mass media didn't. Someone would kill someone else or a group of people, then that guy would be executed. End of story.
You could however say that the USS Maine in 1898 was the world's first 9/11.
