This is stated in the quadrennial defense review. Every major power will start fielding guided and evasive hypersonic systems in the next 20 years.

Once a missile goes terminal then essentially it is at the end of it's flight and very predictable. We have been shooting down terminal ballistics for years. Speed is only necessary if the missile has no room or objective to track a moving target before impact, essentially a guided weapon that can only behave unguided unless you want to throw it off. The material has to be so dense in weight and quality or else the fins will just sheer off. It will have to be long enough or wide in diameter only so the propellent fuel can burn long enough for it's intended range. A new speed of missile is not going to be long distance or stable guidance with poor angles of attack.

The problem the US faces is that there is no viable targets for this kind of missile which dampens the need to rush one into service.
The Syrian air base strike shows that regular tomahawks do just fine against targets protected by russian AD networks.
