when reloading, how do you jacket a bullet?

You don't. You purchase a pack of pre-made projectiles.
You can cast your own bullets with lead and then if necessary coat them with a bake on material.

Usually after you put on their shoes. Layers are important in cold weather.
You can get into a process called swaging, its expensive, for pistol calibers you are better off just shooting plain base cast lead bullets.

1. Electro-Plating.
Using a copper solution and electricity you deposit copper around the lead core you cast.
2. Swaging
By purchasing pricey dies and punches, you make your own jackets from copper sheets and form them around the cores you cast.
3. You give up and just buy pre-made bullets.
You buy 10,000 pre made rounds and use them sparingly.

OK heres my question
Is there a website that will offers a comprehensive and confirmed for not fucking up my gun list of Load data.
I try to google specific load data and all i pull up are fucking forums.
My Lee manual says like 5.1 grains of unique and my lyman manual says 4.5 MAX for the same fucking bullet.
Forums are saying anywhere between 5.5-6.0 grains for the same.
Why is there so much fucking inconsistency?

Go for the lowest number and work your way up.
Ammo manual makers don't like it when your relatives sue them for you blowing yourself up.
