Yes you can get 2 dollars for it at a pawn shop. They will sell it for 20.
Not sure what they're called but they're in the same tier as those swords you buy just for show. No actual use for it besides the way it looks. That being said I assume you'd stab yourself in the wrist if you ever tried to use it..
