They're not glittering first world nations where the poorest social classes still have refrigerators and Playstations, but they're much better than other developing countries. There's many different groups in the Philippines, all with their own different customs and dialects (sometimes distinct languages). You'd have to get someone who's popular, has balls, and is real fucking intelligent to unfuck decades of corruption that's seeped into many layers of society. I think Duterte is a bit of a step in the right direction, but he's not Lee Kuan Yew.
>Infrastructure
The Philippines is made up of a fuckload of islands, many irrelevant but at the same time presenting difficulties when trying to reach broad national standards over long distances separated by bodies of water. There's been some progress in recent years but there's still a long way to go
>Corruption
Already mentioned this, but there's a staggering amount of corruption in Flipland. I wouldn't say its Zimbabwe-tier but its definitely present in most people's everyday lives. Its all about who you know and being in the loop. Political dynasties are a very real thing, and they're usually closely tied to business interests. You'd have to run some heavy-duty anti-corruption campaigns to clean that shit out.
>Military
While the Flip ground forces are getting better at kicking the shit out of muzzie separatists on the ground, the Air Force and Navy are in desperate need of upgrade. The Airforce started on this with the purchase of those Sork FA-50s, but they need better transport aircraft and long-range patrol aircraft to properly watch over their ocean territory. Likewise the navy desperately needs more modern vessels to not only patrol areas like the Spratleys, but also to do some Nam-shit like river patrols and fucking up muzzies who hide out on small islands.

Its a tall order, though I'm not totally despondent about it. Visits and conversations with relatives do indicate that the Philippines is for the most part slowly moving in the right direction, barring anything crazy happening.
