Probably sat in a wood drawer of a desk or dresser. I've bought lots of old revolvers at auction that are pristine on one side and mottled and pitted on the other. Moisture and acid from the wood coming in contact with the finish over the years/decades I assume.

Also, if you have time for a bit of an off-topic and possibly stupid question, how big of a problem is it that I can move the cylinder counter clockwise a fraction of an inch after I cock the hammer in single action? It moves enough that there's a clicking noise.
I'm pretty new to revolvers and I'm not sure how much of a deal this is.

Could be your cylinder advance pawl is worn. Usually more common than the cylinder wearing. I wouldn't worry too much about it but if it concerns you the part can probably be had cheaply on Numrich/Gun Parts Corp.

Cold blue can look okay sometimes. Try bluing an inconspicuous area first like under your top strap to see what it comes out looking like. If it looks like ass it won't really matter but if it looks good continue on with the rest of the revolver.

I should also add that you should just try lubing it up with a quality gun oil or motor oil. Something just might be a bit sticky.
