Not really, but thicker is better obviously. A rain jacket works just as well. Literally anything to cover the fact that you're wearing a harness and there's (probably) a large gun at your side. You can literally hide things like a BREN with a shoulder harness, and be totally legal since they are technically pistols.

People who don't like the shoulder carry method often point to how you flag so many people with horizontal carry. This is negated with vertical. As is the flagging on the draw, if you carry vertical. Vertical shoulder carry has only one drawback and that's the need for a coat, and it being slower on the draw than say an AIWB.
