Wildlife includes all wild mammals, wild birds, reptiles, amphibians, mollusks, crustaceans and fish.
There's a special kind of permit for pest animals. Since rabbits are open all year it's probably simple to just get a hunting license. But you may still need the special pest permit if you're shooting within a certain distance of an occupied structure. (1/4 mile I think... it's in the regs.) The definition of an occupied structure is also in the regs.
