If you're trying to get more accuracy, or built the rest of the gun with accuracy as a goal, of course.
If you bought a prebuilt M4/M16 clone and are having a good time, probably not.

Thing is I bought an upper with a stainless barrel just because that was what was on sale. Now I have a barrel that I don't really want to fuck up with shitty ammo and magdumps, but it's also not exactly a laser beam either.
So I'm pretty conflicted about it desu. It's mostly a home defense gun anyway, although I guess I would uss it to bug out and hunt if SHTF.

Did mine with no vise. Worth it.
If you have a non freefloated barrel your point of impact changes slightly based on how much of the guns weight is supported by the handguard.
Say you are prone and use the magazine as a monopod you are gonna get a different point of impact than if you support the gun by the handguard.

That depends. Are you using a fixed FSB gas block with absolute cowitness? If not, your rail may flex a bit, which will affect your optic's accuracy at range.

I've thought about just blasting it out anyway and preemptively buying a really nice chrome lined or nitrided barrel for when I end up shooting it out.
14.5 in barrel not so much, 20 inch barrel totally worth it.
