A solution desperately in search of a problem.

Nobody needs a magazine-fed 20mm grenade launcher that's 4x the size of their rifle.

The real limitation is the fact that it's a magazine-fed 20mm grenade launcher. You can only make it so small because the components and space needed to fire and cycle 20mm grenades is massive.

Even the sight can only be made so small; go look at the XM25, basically a slightly larger version of the grenade part of the OICW. Massive sight, and it was developed in the late 00's.
