They didn't come with one because of sporting reasons.
They are slightly over gassed without one. The regulator closed is the "dirty" setting. It will shoot softer with one.

Picked up a British land pattern rifle that was rack B/61 issued to the 72nd regiment, 2nd battalion in the British forces during the revolutionary war.
The 72nd was one of the most well known regiments of the war. Known as the "Highlanders" they fought in both northern and southern campaigns. The rifle served with them in nine noteworthy battles and was eventually captured by George Washington forces from Lord Cornwallis forces when they surrendered in the Battle of Yorktown.
I have accredited documents proving the rifle was in that battle.

I've been on a binge recently. Picking up a lot of older examples. If there's interest, I can make threads about them. Only reason I haven't is because I never see anyone talking about old stuff.
These rifles from top to bottom:
1: French "L'exemple parfait" rifle. Note the bronze disc on the top of the stock. This was the "perfect" blueprint rifle that was sent to factories to take measurements off of for production.
2: Prototype British percussion rifle with internal lockwork.
3: Williamson patent forged breech loader. An illegal copy Williamson made using a competitors lockwork. Stock is engraved with "Captured at Snide Creek 1900 Boer War and presented to Edwin N. Follester R.C.A. from G. Durmford"
