They were, which is why they upsized them to 25mm in the XM25. The same is true of the frag12, you just get to a certain size where there just isn't sufficient fragmentation to have application outside of causing cavitation on direct impacts (the appeal of HE .50 ammo and WW2 explosive spotters rounds).

Nah, it says they have "a depleted deuterium core" which as we know makes zero fucking sense because deuterium is a gas. I'm guessing they picked a futuristic sounding isotope at random back in the day when we were all plebs. Now there's an internet full of educated autists like us to pick them apart, they look retarded.

Some pictures I've found replace depleted deuterium with uranium. These are probably newer ones where they're covering up their mistakes.

Depleted deuterium has always been a not-depleted uranium. It's not supposed to explode,

Depleted uranium is used in bullets because it's dense and hard (ur momma) so you can put a lot of kinetic energy in a small spot. As an added bonus, it burns easily when powderized.

I think this might have roots in confusion over how heavy "heavy water" is and use of fluid-filled rounds (mass reactive is a buzzword thrown around with bolters a lot and many authors took this to mean mercury or heavy water core).
