if you are referring to ww1, it's because of wilhelm ii who had a inferiority complex and wanted to show the german military might. The military leadership agreed because they thaught they'd be able to btfo france within weeks. What happened before ww1 - the fact that germany was surrounded by enemies - was something that bismarck always tried to avoid and would have never let happen.
