become a cop, walk up to a black guy and shoot him. You'll get a riot, and chances are you'll be not guilty and get paid leave.

Wait for any police officer to arrest a black person. Start filming after the guy tries to beat the shit out of/shoot the cop. Then scream "He dindu nuthin!" when the cop uses appropriate force. You'll have truck loads of rioters brought in.
