By the organizational structure laid out in the PDF that seems unlikely, unless PST (Norways FBI sort of) has *a lot* of resources to throw around on HUMINT I don't see how they could possibly find out about these groups.

How OPSEC is laid out according to the PDF:

Assuming this stuff is actually followed by all members of the group (especially the no electronic comms), I see no easy way to infiltrate these groups without spending a lot of money on humint in *large* parts of Norwegian society.

It's not one big organization, it's a collection of independent cells with no inter-communication, built on top of a network of people who know each other from their army days and their friends (probably).
