One, the Brits didn't care too much for the American colonies. We were not a big money maker and if you concider the expenses from the French and Indian War, the colonies were actually a loss.

Two, the French and Spanish to a lesser sense, attacked much more valuable colonies. This required the British keep the majority of their forces in reserve, in case the French attacked a key portion of the British Empire.

They were logistically starved, over stretched, and couldn't justify sinking ever-more money into one of their largest and most uppity colonies literally an ocean away, especially a colony supported by a major competing power.
