2008 toyota hilux...put sloped armor all over it...add kevlar 3 inside all the doors. have most of it armored much like OPs pic..add some small interior fans to the passenger cabin and to the engine...have those vent out to discrete areas. weapons i would rig up a twin linked 50 cal and some launchers that could fire either smoke grenades or flares

If it was for off road use I would take a Toyota Tundra with AWD, rate it against .50BMG whilst stripping out all other things to compensate for the weight.
Urban and highway it would have to be a duty chassis with plate and firing ports, an autocannon if possible.

Exactly, as they weren't covered in heavy plate that altered the ride, handling and performance of the vehicle.

Nothing, as purpose built vehicles are better for the job.
The British ran into this problem with the up armored Land Rovers for patrol usage. Same story with the Humvee, the French Peugeot attempts and every other go at this. You end up with something heavy, slow, over the limits of its design and it costs you more than buying something ready built.
Your only practical option is to take a truck chassis and build on it until you get something like pic related

Considering the weight of the superstructure is negligible in weight compared to the rated payload, I don't see how what you said makes any difference. Not to mention OPs pic is from WWI and has an engine with baby horsepower.

Front armored to withstand up to 20mm munitions, sides armored to withstand 14.7mm at range and 12.7mm even up close. Rear armored to withstand 12.7mm at range.
14.7mm TV operable turret on the front, 2 12.7mm TV operable turrets on the main hull, one side mounted disposable HEAT rocket with dummy rocket to fool anti missile systems.
