that would be insanely inefficient. A deorbit burn of just a 1-2 hundred m/s is sufficient to send an object onto a orbital trajectory that will hit the earth's surface simply by Hohmann Transfer. Assuming guidance systems and adequate reentry provision, a deorbit impact can be aimed to a pretty tiny targeting zone, with modern tech, yet alone anything more advanced.
