Looks like it's supposed to be some kinda light recon vehicle. Treads would make it good on loose terrain like sand. Not a terrible idea, but I wouldn't trust the execution unless somebody non-Arab designed, built, and maintained it.

The lightweight tracked and armed vehicles typically don't do so well. Unless you have very specific environments you have to traverse wheeled vehicles typically can do it as well for lots less cost and maintenance and better performance outside of special snowflake conditions.
