I think that they have to be over .50 caliber in order to be classified as destructive devices, so if nothing else the .50 BMG ones should be just as easy to get as a mosin.

Anti tank rifles relied on pure kinetic energy to punch through armor.

When the bullet made it through the armor, it would fragment and send scraps of hot metal flying throughout the inside, essentially like shrapnel from a frag grenade.

Anti-tank rifles stopped being effective when tank armor got too thick for a shoulder fired rifle to beat.
