Probably there to protect the user's face from the sand flying out.
In Soviet Russia, gun protect you from elements. Unless forget dust cover, then gun harms you with elements.

Despite the AK's legendary reliability, letting sand, dirt, twigs, and mud find their way into the receiver isn't going to do it any favors for reliability or maintenence.
