Top guy is because people didn't have 100% faith in optics yet, and folding BUIS weren't a thing yet, so they put the optic is supplement to the irons.
Bottom is because they probably weren't issued proper folding BUIS and want to keep from losing their irons, so stuck them on the gun.

He probably meant because quad rails can shift, causing POA shift. But before folding BUIS, the idea of totally sacrificing your normal irons was frowned upon.
Here's a US Special Forces setup where he has a detachable carry handle with a gooseneck mount for his Aimpoint. These days, such a setup would be considered needlessly heavy and complex.
