It is a secure area. With an access road around it and a small structure in front that houses something important that is often serviced or inspected. ( like pumping and monitoring equipment)

It is in a residential area (so unlikley to be hazardous storage)

Is a desert environment which prevents open air water storage .

Is located above the surrounding houses.

Is obviously not waste water treatment ( would be lowest point) nore is it freshwater primary treatment.

It is a water storage and pump station.

Water is pumped up at night via underground pipes and power. Stored. And realeased via gravity over the day.

I've flown over something like that in New Mexico.

There are also lots of similar piles in AZ from mines, though they tend to not be quite so neatly built. Still cool though, the perfect regularity and uniformity of color against the homogeneously irregular desert gets me every time.
