Japanese police also have many more rights over citizens, and citizens have many less personal privacy rights.

Anyone can be stopped and searched on the street for any reason, as well as your house. If you own a hunting shotgun or hunting rifle (not sure if rifles are even allowed for hunting anymore in Japan), the licensing process is very stringent and length, and you must tell police where you store your firearm and where you store your ammo, and they must both be locked in separate storage areas.

Also, anyone who owns a firearm has to renew their license periodically and take a course over firearm safety etc.

You're exactly right, which is why they should have less lethal options in addition to a lethal option if they've been deemed fit by their department to be issued a gun. This isn't even getting into the potential for mistakes to be made and an officer thinking his first shot will be a blank, trying to fire a warning shot, and shooting a live round off at a person they didn't intend to kill.

If your gun has lethal ammunition in it, it should all be lethal ammunition and you should only use it when you feel lethal force is appropriate. There's a reason guns used to fire less lethal ammunition are painted yellow or orange and only have less lethal ammo loaded into them. It's so you don't fuck up and fill someone with 00 buck when you meant to scare them or hit them with a beanbag.

The point I'm driving at is that it's both dangerous to the officer and the general public to fuck around trying to have graduating levels of force in the ammunition loaded in a duty or carry gun.
