Both his guns require a Model 4 permit.

The quick run down is (there are some variations):
- Range membership
- Paperwork which shows the guns requested can be shot at the range you are member of
- Paperwork to show you're not dangerous to the public or the state
- Paperwork from a doctor confirming you're physically able to safely handle firearms and sane enough to be trusted with guns
- Theoretical & practical exam (mostly law & safety related), but these are waived if you already have a SportShootingLicense (SSL)

A Model 4 request takes between 2 weeks to 4 months.

The range owner & the range officers at my local range.
It's logical that the police wouldn't see any increase yet, most people get a temporary SSL first, which only gets turned into a permanent SSL after 6 to 12 months.

I haven't heard any actual statistics, but I do notice more new shooters being given the safety courses by range officers.

To be fair, I'd likely not carry any gun even if I could. Maybe only when going to some shady part of a large city or something, but in every day life, I really never feel unsafe.

Of course, there's always the "be prepared" mindset, but carry also has disadvantages with it, especially in a largely gunshy country like ours.

Tthe storage laws for sporting firearms stipulate you can't have the gun ready to go when you're sleeping etc. It needs to be at least triggerlocked and the ammo has to be unloaded from the magazine and stored separately. So yes, it would disqualify you from owning a gun for sporting purposes if you let them know it'd be loaded in your night stand.

You are however allowed to use the guns for self-defense. However, if they can prove that prior to using it for self-defense, your gun was improperly stored, they can use that to take away all your guns even if it was justifiable self-defense.

The problem with using a sporting gun for self-defense is actually getting it out and loaded in time. Unless you can lock yourself in your gun room, it's going to be hard.

I guess a CZ858 would give you a good chance. Just keep an empty mag in the rifle, and quickload it with stripper clips when needed?

I believe it will be hard to find a new one for less than 2500 euros today though.

There are no SBR or SBS laws. A 7.5" AR15 is the same permit as a Sig 550 or a CZ Scorpion EVO3S1.
Due to the recent guidelines voted in by the EU, this is likely to change.

Yes, but it's a pain to establish. You're also only allowed to fire automatic weapons once a year on a closed range for "function checking". A collector's permit is not suited for actual frequent use.

Yes, before the attacks police was largely not allowed to take duty weapons home (because historically they were often used to commit suicide), but it has become more common for law enforcement to take their duty firearms home with them.

That would be illegal. Transported ammo is not allowed to be pre-loaded in magazines (probably as a road rage preventing law?). If you take them to the range like that, you are breaking the law. If the cops ever catch you in the act, you are likely to lose your permits.

You can literally turn an entire room into your "gun safe" legally, allowing you to display your guns freely too.
Technically, you can turn an entire appartment into your gun safe as well. But there are generally too many hoops to jump through for that.

For a house, that would be harder since you'd need to bar all your windows, have your doors and garage fortified, etc.

Supressors are illegal to own, SBR don't exist in Belgium, no special rules except if you modify them by cutting the barrel yourself (you have to be a recognized armorer i think).
Cops aren't allowed to ccw off duty and don't have special rights for private gun ownership, same laws for them. Except that they train with their service weapon ofcourse, they can only take their service weapon home during high alert times but that depends on the local government i think.

Not yet. But that may change.

Yes, but this is a recent limitation.

Pistols: 20 rounds, unless you have a special sporting excemption (like IPSC, but must be shorter than 171mm)
Centerfire semiauto rifles: 30 rounds
Rimfire semiauto rifles: 40 rounds
Centerfire boltaction rifles: 10 rounds
Rimfire boltaction rifles: 20 rounds
Centerfire leveraction rifles: 10 rounds
Rimfire leveraction rifles: 15 rounds
Smooth bore: 10 rounds

There is no real guidance on how to limit a mag though. If you have a PPSh, is it enough to temporarily block it somehow? Or do you need to permanently modify it? It's unclear.

Storing the loaded is something which is rather vague as far as I know. If you used them like that, they might use it to show you were keeping the guns for self-defense and not sporting purposes? I would tread carefully on this.

Because the 2006 law merely says it outlaws magazines of "abnormal capacity" for a given weapon. It was however never stipulated what exactly that means, until there came an "uitvoeringsbesluit" in 2012 which did include these.

The exam's multiple choice questions which you likely took predate this (being from 2006, I'd imagine) and would need to be changed by another "uitvoeringsbesluit". At least that's what I assume.

Needless to say, plenty of gun owners will have never heard of these laws unless they're members of the www.wapenunie.be or www.avwl-vzw.be

What makes it even funnier is that this "uitvoeringsbesluit" contains language which is not legally defined. Like the word "carbine". The gun laws do not define such a word, thus it is likely that someone which is prosecuted for using "abnormal" magazines could take them to court and win.

Belgian law has the concept of implementing the "spirit" of the law, not necessarily the exact wording of the law. This means that if you can be expected to interpret the law in a certain way, you are legally bound to that interpretation.
Still, it's something you have a good chance of fighting in court.

Never from a sporting goods store, most people buy their ammo from hunting stores or weapon stores/armorers. I buy it from a guy who sells it at home (you need a special permit).

Surplus ammo (chinese and russian) is hard to find in Belgium. Only place i know of that sells it is in Luxemburg and only in very large quantities. My gun range forbids the use of surplus (although i often see cases of them at the range). I shoot Barnaul (silver bear in US) at 32 euro cents per round (cheapest in Belgium that i know of)

a friend once told me about a gun range in germany where visitors can go shoot. He shot a mr223 there (with assistance of a instructor of course)

it's normal for them, they offer this for bachelor partys.

You need a European Firearms pass to take your rifle into another country. Bringing someone else to the range is not a problem though, anybody over 18 is allowed to shoot.
