2 reasons
The first is that a collapsible baton gets in the way a lot less on a duty belt and is lighter
The second is that public opinion surrounding the use of the baton has basically made the use of force requirement the same as drawing a gun. You can blame the rodney king video for making them look bad.

As my instructor said, batons are highly "provocative", much more so than even carrying a gun in your belt. So you only carry it only if you mean to use it.
The question becomes more: when would you use it? When isn't wrestling enough, or a gun too much?
You strike a single guy with it, people will testify it was excessive force, because it "looks bad" to an observer. Alternatively, you wave it around a crowd, even a small one, and 6 out of 10 times it'll end way up in your ass.
Works on angry protesters though.
Tonfas and side handle batons make for some c choreography. In the hands of a master probably really good, but cops replaced them because nobody could pull off the cool options in the field. I'm betting you can't either. A sturdy collapsible umbrella in your carry bag is a better option.
