Soviets realize half a century ago that pistols are for shooting your fellow communist, and not fighting capitalists. So you don't need that much of a cartridge to execute people.
Makarov pistol and the 9x18 cartridge are easier to produce.
because in a world where armies didn't issue body armor to every soldier, the Makarov was an infinitely cheaper gun to produce and maintain with a round that killed things good enough.

tokarev is insanely fast and zippy for a handgun round. It was very unnecessary back in the day when no one but you wore body armor. 9x18 has less recoil, is easier to produce, and most importantly, worked in blowbacks, which meant far cheaper pistols. When you're trying to arm a massive army and a bunch of shitty 3rd world communist countries, that is important.
