We're already developing a formula that we hope can eventually be distributed to other people, primarily for use in law-enforcement applications. Pic related is the kind of pepper we're using... much hotter than cayenne peppers. We already know that it's legal to buy pepperspray in most states, we just want to know if it could theoretically be used/ distributed without any worry, or if we would need to get it FDA-approved first.

It is completely non-toxic, even if inhaled up-close. The most "toxic" thing in the spray will be the peppers themselves. The idea which makes it different, however, is to also load it with very bad smelling/ bad tasting compounds such that the senses will become overloaded once sprayed with it-- things that might necessitate a criminal to remove their face-mask, for instance, if they happened to be wearing one... or else they'd start yakking in their balaclava from the overwhelming smell.

The whole point is that this product will be used in self-defense and law enforcement/ riot-control scenarios, so that base is already covered.
