how exactly would this happen when the rifle can't physically set off a cartridge before the firing pin moves all the way forward, by that time already having cammed the bolt into battery? similarly you can fire a straight pull k31 out of battery just fine; it'll just snap shut before the firing pin protrudes out the bolt face. either the sear doesn't engage with the striker or it does, there's no locking issue.

see this shit? the red line is the firing pin, it's physically fucking impossible for the firing pin to strike the primer before the bolt is locked, and the cocking piece going forward will just force the bolt into battery. the firing pin only protrudes about 2mm on a mosin nagant, the worst that could happen is you lose maybe 5% locking surface because the locking lugs and recesses aren't perfectly aligned as soon as the firing pin protrudes half the way forward.

tl;dr it's perfectly safe to fire a cock on open bolt action rifle 'unlocked' because it would lock itself or result in a light primer strike.
